Cell2Fire downstream authority mutation matrix: revocation and native recovery

This historical Cell2Fire mutation-matrix package contains the released runner, saved ledger and summary, an integrity/semantic verifier, report and checksums for the restored 400cellsC1 configuration. The ledger records twelve declared action-field mutations: five ignition changes, four target/reducer changes and three executor-configuration changes. It reports twelve manifest mismatches requiring native Point recovery, agreement of recovered and native-reference endpoints, and changed scenario membership in nine cases. Three unchanged controls repeat the same scientific configuration. The released runner checks the declared configuration digest before dispatching its authority-aware branch; its native-reference computations are separate. The bundled verifier checks the saved artifacts and their recorded relationships. It is not an independent reconstruction of historical execution chronology or a substitute for rerunning the native executor, whose upstream assets must be supplied. This action-scoped audit does not establish population reuse rates, archive-wide wildfire-risk validity or a complete-route efficiency advantage. Historical files remain unchanged.
