Cross-Country Dataset on Digital Government and Business Freedom

This dataset contains panel data on digital government development and business freedom for 182 countries worldwide for the years 2020, 2022, and 2025. It includes 43 indicators describing the key components of the GovTech ecosystem, covering government digital architecture, government information systems, online public services, digital identification, open government, government–citizen engagement mechanisms, institutional support for digital transformation, the digital policy and regulatory environment, digital skills, public sector innovation, digital tax, debt management, employment services, and GovTech ecosystem development. The dataset was compiled from the World Bank's GovTech Maturity Index database and complementary international sources and organized into a harmonized cross-country panel dataset suitable for comparative econometric and machine learning analyses. The dataset contains original input variables only and does not include normalized values, composite indices, or derived indicators. It can be used for research on digital government, GovTech, business freedom, institutional development, public administration, digital transformation, and cross-country comparative studies.
