The objective of the Model of Measurement of the Voice of Citizenship is to maintain a continuous conversational state with the citizenry to develop improvement actions that will be measured later according to the perception of one’s own citizenship and what he expects from the service.公民之声测评模型（Model of Measurement of the Voice of Citizenship）的目标是与全体公民保持持续的沟通互动，以制定改进举措，后续将依据公民自身的感知及其对公共服务的期待，对这些改进举措进行成效评估。
