Health prevention policy

Ten years after the first report of the Court of Auditors on health prevention, the evaluation published today reviews prevention through the case of three major families of pathologies — cancers, neurocardiovascular or NCV diseases, and diabetes. By measuring the impact of prevention policies in France, the Court was able to find that the results achieved were generally poor, despite a financial effort comparable to that of neighbouring countries. To help strengthen the effectiveness of these policies, this report presents a series of recommendations based on four directions: the operational declination of this reinforcement, the fight against risk factors, the transformation of professional practices in the field of prevention, and the optimisation of the use of digital technology.法国审计法院（Court of Auditors）首次发布健康预防相关报告的十年后，今日正式发布的本评估报告以癌症、神经心血管（neurocardiovascular, NCV）疾病及糖尿病三大类疾病为典型案例，对健康预防工作开展系统性复盘。通过量化评估法国国内各项预防政策的实施成效，审计法院发现，尽管该国在健康预防领域的财政投入力度与周边国家基本相当，但整体预防成果普遍未达预期。为助力提升此类政策的实施效能，本报告围绕四大方向提出系列优化建议：一是强化预防工作的实操落地细化，二是深化危险因素防控，三是推动预防领域专业实践的转型革新，四是优化数字技术的应用配置。
