Inspire-compliant development plan of the city of Freiburg im Breisgau. Development plan 1-074 entered into force on 20.7.2018. A development plan contains the legally binding determinations for the urban planning and is the central element of construction management planning. The setting-up community regulates where, what and how can be built. In principle, the development plan must be developed from the land use plan. The data is available in the INSPIRE-PLU data model and is available via OGC:WMS and predefined ATOM.符合INSPIRE（Inspire）标准的布赖斯高地区弗赖堡市开发规划。 编号1-074的开发规划于2018年7月20日正式生效。 开发规划包含城市规划领域具有法律约束力的管控要求，是建设管理规划的核心组成部分。规划编制主体明确了可开展建设活动的区位、项目类型与实施方式。原则上，开发规划需依托土地利用规划编制而成。 本数据集采用INSPIRE-PLU数据模型构建，可通过开放地理空间联盟Web地图服务（OGC:WMS）与预定义的ATOM聚合分发协议获取。
