Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans, RPP）是国家开展风险预防工作的核心工具，其核心目标为管控风险区域内的开发活动。 编制一份风险预防计划将生成一套空间数据集，该数据集可划分为若干子数据集。单份风险预防计划所包含的空间数据集涵盖以下内容： — 风险暴露范围； — 规划获批后的管控区域。依据风险预防计划的相关法规，管控区域可分为三类：建筑禁建区（俗称“红区”），该区域的通用规则为禁止建设；管控要求区（俗称“蓝区”），区内项目需根据具体问题类型与灾害类型适配相应要求；以及未直接暴露于风险但仍需遵守禁建或管控要求的区域。 本数据集仅作参考用途，仅持有县级行政主管部门正式签章的纸质文件方为有效。
