该文档为《广东省广州市人民政府关于加强保护鸟类的通告》，于1981年11月30日公布。鸟类是害虫的天敌。保护鸟类，有抑制害虫繁殖、保护生态平衡、促进农业生产和花草树木生长的作用。但前一段时期，由于乱捕滥杀，致使鸟类锐减，害虫日增，造成生态系统失调，给人类生活带来不应有的损失。为保护和发展鸟类，特此通告。
This document is the Notice of the People's Government of Guangzhou City, Guangdong Province on Strengthening the Protection of Birds, which was promulgated on November 30, 1981. Birds are natural enemies of pests. Protecting birds plays a critical role in curbing pest reproduction, maintaining ecological balance, boosting agricultural production and promoting the growth of flowers, plants and trees. However, in the recent past, indiscriminate hunting and killing led to a sharp decline in bird populations, a steady increase in pests, disrupted ecosystem balance, and avoidable losses to human lives. To protect and expand bird populations, this notice is hereby issued.
