Auditable crosswalk between Japan's 720 fire departments and 330 secondary medical areas, built by a two-stage join through municipality codes with no discretionary mapping. Includes population/area allocation weights with per-row SHA-256 source fingerprints and reference dates; 15 audited partial-jurisdiction cases with counterpart populations for sensitivity re-allocation; difficult-to-place transport cases allocated to SMAs with mass conservation verified against published national totals; full-coverage annual fire/EMS/rescue volumes for all 330 SMAs; and per-SMA allocation diagnostics (survey coverage, dilution share, resolution class).
