通过优化测绘流程、统一业务标准、整合业务系统，实现工程建设项目前期的测绘业务统收统发，即一次收件、平行推进、分时办结、成果共享，最大限度缩减测绘环节和时限。通过研发信息系统，实现测绘中介服务机构动态管理、信用评价、事中事后监管、测绘项目和测绘成果管理，实现测绘成果在工程建设项目审批各部门数据共享服务，推进工程建设项目审批制度改革。

By optimizing surveying and mapping workflows, unifying business standards, and integrating business systems, the unified collection and distribution of surveying and mapping services during the pre-construction phase of engineering projects is realized, featuring one-time receipt, parallel advancement, time-separated completion and result sharing, which minimizes surveying and mapping procedures and time limits to the greatest extent. Additionally, through the development of a dedicated information system, dynamic management, credit evaluation, and ex-ante and ex-post supervision of surveying and mapping intermediary service institutions are achieved, alongside the management of surveying and mapping projects and their results. Moreover, data sharing services for surveying and mapping results are enabled across all departments involved in the approval of engineering construction projects, advancing the reform of the engineering project approval system.
