Thinking about Brasília and the Federal District: between urban-regional planning and national planning (1966-1975/1984)

Abstract This work investigates the state actions directed to the urban-regional structuring of Brasília and the Federal District that were articulated with the national planning proposals for economic and social development between the 1960s and 1980s. The main thrust of the analysis is the study of two actions formulated for Brasília in the field of spatial, regional and urban planning: the "Fundo de Desenvolvimento do Distrito Federal" (Development Fund for the Federal District) in 1966 and the "Programa Especial da Região Geoeconômica de Brasília" (Special Program for Brasília's Geoeconomic Region) of 1975. The article will observe the relation between these, insofar as they can be understood as actions in the fields of urban and regional planning for the region of the Brazilian Federal District, and the discussions in the federal government and its proposals for national planning.

摘要：本研究聚焦1960至1980年代间，与国家经济社会发展规划方案相衔接的、针对巴西利亚（Brasília）及巴西联邦区（Federal District）的城市-区域空间架构相关国家举措。本分析的核心主旨，是对空间、区域与城市规划领域内为巴西利亚制定的两项举措展开研究：其一为1966年出台的《联邦区发展基金》（Fundo de Desenvolvimento do Distrito Federal，Development Fund for the Federal District）；其二为1975年推出的《巴西利亚地理经济区域专项规划方案》（Programa Especial da Região Geoeconômica de Brasília，Special Program for Brasília's Geoeconomic Region）。本文将考察二者之间的关联，鉴于二者均可被视作巴西联邦区范围内的城市与区域规划举措，同时关联联邦政府的相关讨论及其国家规划提案。
