林业专业合作经济组织的作用与发展对策研究

浙江省属于南方集体林区，农户分散经营是浙江林业经营的主要形式，分散的农户在市场竞争中处于相对劣势地位，大力发展林业专业合作经济组织，提高农民的组织化程度是改变这一劣势的必然选择。 研究内容包括：①国内外专业合作经济组织研究和实践综述 ②林业专业合作经济组织发展的必要性 ③浙江省林业专业合作经济组织的发展状况研究 ④林业专业合作经济组织的案例研究 ⑤林业专业合作经济组织的利益分享风险机制研究 ⑥规范和发展林业专业合作经济组织的对策建议。 项目研究采用PRRA和“自下而下”的半结构方法，按照参与性诊断——参与性设计——参与性实施的逻辑框架展开，项目设计了具有创新性的林业专业合作经济组织利益分享风险机制，首次提出了林业专业合作经济组织体系建设的总体组织框架，并首次对林业专业合作经济组织的财务规范管理和信息化管理两个方面进行研究。 项目采用边研究、边扩散、边推广的思路，使项目研究的理念和方法不断地被传播、扩散和应用，具体表现在：①为临安、龙游、浦江、桐庐等县市林业专业合作经济组织体系的建立提供了框架性的思路 ②为浙江省竹产业协会、临安市竹笋加工企业协会、深宝山核桃专业合作社、龙游县笋竹产业总会等合作经济组织制定和修改章程提供了示范章程样本。

Zhejiang Province is part of the southern collective forest region. Decentralized household-based forestry management is the primary operational mode in Zhejiang. Dispersed small-scale farmers hold a relatively disadvantaged position in market competition. Thus, vigorously developing professional forestry cooperative economic organizations and enhancing farmers' organizational degree is an inevitable choice to address this disadvantage.

The research contents cover the following aspects: ① A review of domestic and international research and practices on professional cooperative economic organizations; ② The necessity of developing professional forestry cooperative economic organizations; ③ A study on the development status of professional forestry cooperative economic organizations in Zhejiang Province; ④ Case studies of professional forestry cooperative economic organizations; ⑤ Research on the interest-sharing and risk-sharing mechanisms of professional forestry cooperative economic organizations; ⑥ Countermeasures and suggestions for standardizing and developing professional forestry cooperative economic organizations.

The project adopts PRRA and a bottom-up semi-structured methodology, following the logical framework of participatory diagnosis – participatory design – participatory implementation. The project has devised an innovative interest-sharing and risk-sharing mechanism for professional forestry cooperative economic organizations, proposes for the first time the overall organizational framework for the construction of the professional forestry cooperative economic organization system, and conducts the first systematic research on two key dimensions of professional forestry cooperative economic organizations: standardized financial management and information-based management.

The project follows the principle of "conducting research, disseminating findings and promoting applications simultaneously", so that the research concepts and methods are continuously spread, disseminated and applied. Specific achievements include: ① Providing framework-based guidance for the establishment of professional forestry cooperative economic organization systems in counties and cities including Lin'an, Longyou, Pujiang and Tonglu; ② Providing sample statute templates for formulating and revising charters for cooperative economic organizations such as Zhejiang Bamboo Industry Association, Lin'an Bamboo Shoot Processing Enterprise Association, Shenbaoshan Walnut Professional Cooperative, and Longyou County Bamboo Shoot and Bamboo Industry Association.
