Real data for Shelter location problem, disaster preparedness

OR-lib based and Kartal, Istanbul based randomly generated instances with various parameter values as explained in our open access paper (https://doi.org/10.1080/24725854.2018.1496372). The python script Data_Reader.py can read CVS files and provide a python dictionary which can be used easily. GDX files can be used to import the same information to Gams.
