PoliRuralPlus D2.2 Rural-Urban Linkages and Opportunities post COVID-19, Version 1.0, 2024

This Zenodo record provides the public PoliRuralPlus deliverable D2.2, Rural-Urban Linkages and Opportunities post COVID-19. The report assesses how COVID-19 affected rural-urban linkages, opportunities, governance arrangements, and integrated territorial development across the PoliRuralPlus project area. It reviews EU policy frameworks, academic and policy literature, rural innovation approaches, nature-based solutions, climate adaptation, the New European Bauhaus, foresight methods, digital tools, and pilot-specific Regional Action Plan needs. The deliverable also documents the development of a PoliRuralPlus knowledge space and custom GPT service intended to help pilot stakeholders access and reuse the report’s extensive evidence base. It is intended for project partners, policymakers, rural and urban authorities, researchers, civil society organisations, local action groups, practitioners, and pilot stakeholders. The report supports reuse by informing Regional Action Plans, policy analysis, stakeholder engagement, post-COVID recovery strategies, dashboard development, and comparative research on integrated rural-urban development.
