Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，简称RPPs）是国家实施风险预防的核心工具，其核心目标为管控风险区域内的开发活动。 一份风险预防计划（RPP）的编制工作会生成一套空间数据集，该数据集可进一步细分为多个子数据集。同一份风险预防计划所包含的空间数据集涵盖以下内容： —— 风险暴露范围； —— 获批后的计划管制区域。 根据风险预防计划（RPP）的相关管理规定，管制区域可分为三类：一是“禁止建设区”（俗称“红色区域”），原则上禁止任何建设活动；二是“适配要求区”（俗称“蓝色区域”），区内项目需根据具体问题类型与灾害风险类型落实相匹配的管控要求；三是未直接暴露于风险中但仍需遵守相关禁令或管控要求的区域。 本数据集仅作参考信息，唯有加盖省级行政主管部门审批签章的纸质文件方具备法律效力。
