Practice of large composting plants and essential requirements for low-emission operation

The report forms the basis for Austria’s national contribution in the field of aerobic biological waste treatment (composting) for the revision of the European BAT document on waste treatment. For this purpose, current emission data for composting plants were collected in cooperation with the City of Vienna. With the involvement of stakeholders and plant operators, essential requirements for low-emission operation of large composting plants are formulated. These requirements have been compiled taking into account the Directive on the state of the art of composting and on the basis of best practice examples of Austrian composting plants. Some of the requirements of the Directive on the state of the art of composting have been clarified, and in some cases additional requirements have been added.本报告为奥地利在好氧生物废物处理（堆肥）领域参与修订欧盟废物处理最佳可行技术（Best Available Techniques, BAT）文件的国家层面工作提供了核心依据。为此，本次研究与维也纳市合作，收集了当前堆肥设施的排放数据。通过吸纳利益相关方与设施运营方参与研讨，本报告明确了大型堆肥设施实现低排放运行的核心要求。上述要求的编制，既参考了《堆肥技术现状指令》的相关规定，也结合了奥地利本土堆肥设施的最佳实践案例。本次编制对《堆肥技术现状指令》中的部分条款进行了阐释澄清，并在部分场景下补充了额外要求。
