Indicators of innovators. A.C. of the Basque Country.

The main objective of the European Innovation Indicators Panel is to conduct a comparative analysis of the innovation performance of the EU-27 member states and to know the strengths and weaknesses of research and innovation systems. It is structured in four main blocks, with twelve dimensions, for a total of 32 indicators, from which a composite index is calculated that reflects the weight of the different dimensions. Depending on the score achieved in the composite indicator, countries are grouped into four categories: leading countries in innovation, countries with high innovation, countries with moderate innovation and countries with low innovation. 欧洲创新指标专家组（European Innovation Indicators Panel）的核心目标是对欧盟27国（EU-27）的创新绩效开展对比分析，研判其研究与创新体系的优势与短板。该分析框架共分为四大核心板块、十二项维度，涵盖总计32项指标，并据此计算综合指数以体现各维度的权重占比。依据综合指标的得分情况，各国被划分为四大类别：创新领军国家、高创新水平国家、中等创新水平国家以及低创新水平国家。此外，巴斯克地区（Basque Country）的创新表现将被置于欧盟27国的整体环境中进行对标分析。
