The Environmental Code distinguishes between areas of PPRN exposed to risks and those that are not directly exposed to risks but where measures can be foreseen to avoid exacerbating the risk.
Each area is subject to an enforceable settlement generally distinguishing three types of zones:
— areas prohibited from building, so-called red zones, where the hazard level is high and the general rule is the prohibition on construction;
— areas subject to requirements, known as blue zones, where the hazard level is average and the projects are subject to requirements adapted to the type of issue;
— areas not directly exposed to risks but where constructions, structures, developments or farms, agricultural, forestry, crafts, commercial or industrial could aggravate risks or create new ones.

法国《环境法典》将洪水风险预防规划（PPRN，Flood Risk Prevention Plan）区域划分为两类：一类为直接受洪水风险影响的区域，另一类为未直接面临风险但可采取相关措施以避免风险加剧的区域。
每类区域均需遵循具有强制执行力的划定规则，通常划分为三类区域：
— 禁止建设区（俗称红区）：该区域灾害等级较高，通用准则为禁止任何建设行为；
— 限制建设区（俗称蓝区）：该区域灾害等级为中等，相关建设项目需遵循适配问题类型的合规要求；
— 间接风险区域：该区域未直接面临洪水风险，但区内的建设工程、构筑物、开发项目或农业、林业、手工业、商业及工业类经营场所可能加剧既有风险或催生新的风险。
