The dataset is named Logements vacants du parc privé par commune, département, région, France (Vacant Private Housing by Commune, Department, Region, France). It is a public dataset on vacant private housing in France, based on the LOVAC (Logements Vacants) process created under the national plan to combat vacant housing. The dataset aims to assist local authorities in identifying and characterizing vacant properties to facilitate their return to the market. Data sources include the DGFiPs 1767Biscom file, Ceremas Fichiers Fonciers and DV3F, the Base adresse nationale (BAN), and the Référentiel national du Bâtiment (RNB). It provides counts of vacant private housing by commune, department, region, and France as a whole, differentiated by vacancy duration (short-term frictional vacancy and long-term structural vacancy, i.e., vacant for over two years). The data covers the years 2020 to 2025, with annual fields including: total private housing as of January 1 (2020-2024), number of vacant private housing (2020-2025), and number of private housing vacant for over two years (2020-2025). Geographic zoning follows INSEE standards as of January 1, 2025. Statistical and fiscal confidentiality rules are applied, with a threshold of 11 housing units; communes with fewer than 11 vacant private housing units are not shown, and secret values are marked with s. Note that the gradual abolition of the housing tax on primary residences since 2018 has led to changes in data collection methods in 2024 and 2025, causing a series break; additionally, data based on fiscal sources may slightly overestimate vacancy rates due to inclusion of non-habitable or demolished properties. The dataset includes multiple subsets, such as schema, communes, departments, regions, and France, provided in Parquet format.
