This Pollutant Release and Transfer Register (PRTR) is a national inventory: * Chemicals and/or potentially hazardous pollutants released to air, water and soil * Production and treatment of hazardous and non-hazardous waste The basic elements of the constituent are the following: * A list of chemicals, families of chemicals or other relevant pollutants and wastes that are released into the environment or transferred/treated off-site * Annual reports on integrated multi-media releases and transfers (to air, water and soil) * Reporting by source, covering point and diffuse sources, if appropriate This is a key resource for: * Meet the requirements of the International PRTR Protocol (KIEV, 2003) on Pollutant Release and Transfer Registers, as well as the requirements of the European Regulation E-PRTR n°166/2006 of 18 January 2006 concerning the establishment of a European Pollutant Release and Transfer Register (EPRTR Register — <http://prtr.ec.europa.eu/-> Register replacing the EPER Register) to carry out national air quality summaries and justify France’s compliance with its international commitments, the implementation of European directives * Feed into the national CO2 register created for the implementation of the Directive of 13 October 2003 establishing a scheme for greenhouse gas emission allowance trading in the community; help develop regulations to reduce releases of toxic substances and pollutants * Encouraging measures to reduce pollutant releases to the environment guide the choice of the various pollution reduction actions undertaken by the inspection of classified facilities; improve public understanding.本污染物排放与转移登记册（Pollutant Release and Transfer Register, PRTR）为国家级清单，涵盖以下范畴： * 向大气、水体与土壤排放的化学品及/或潜在危险污染物 * 危险废物与非危险废物的产生及处置 本登记册的基本构成要素如下： * 纳入环境排放或场外转移/处置的化学品、化学品类别及其他相关污染物与废物清单 * 多介质综合排放与转移（涉及大气、水体和土壤）年度报告 * 按来源分类的报告（视情况涵盖点源与面源） 本登记册是满足以下各类需求的核心支撑资源： * 满足《污染物排放与转移登记册国际议定书》（基辅，2003年）以及2006年1月18日发布的欧盟法规《E-PRTR第166/2006号》（关于建立欧洲污染物排放与转移登记册（E-PRTR登记册——<http://prtr.ec.europa.eu->，替代原EPER登记册））的相关要求，用于开展国家级空气质量汇总、佐证法国履行国际承诺，并推动欧盟各项指令的落地实施 * 支撑为落实2003年10月13日《欧盟温室气体排放配额交易体系指令》而设立的国家级二氧化碳登记册建设，助力制定减少有毒物质与污染物排放的监管政策 * 为分级设施监管部门选取各类污染减排行动提供决策依据，推动减少污染物向环境排放的相关措施落地，同时提升公众的环境认知水平
