FEMA P-154 RVS

In partnership with FEMA's National Earthquake Hazards Reduction Program (NEHRP) and the U.S. Department of Homeland Security, Science and Technology Directorate (S&T), CUSEC has developed a data collection, visualization, and reporting tool for screening buildings for potential earthquake vulnerabilities. Developed with several Esri technologies, the CUSEC "RVS App" is based on FEMA's P-154 Rapid Visual Screening (RVS) of Buildings for Potential Seismic Hazards (3rd Edition) methodology. The P-154/RVS process enables building and facility owners to identify buildings that may be vulnerable to earthquake shaking. Vulnerabilities are determined using a basic scoring system that takes into consideration building age, construction type, and a number of other factors. Once potentially vulnerable buildings are identified, building owners can begin to prioritize future earthquake risk reduction and mitigation efforts. The CUSEC RVS app includes data entry forms for inputting building information and pictures, a dashboard for displaying and editing data, and a reporting tool that displays data in the FEMA P-154 standardized format. There are also options for exporting data to spreadsheets or for use in FEMA's HAZUS loss estimation software.
