“电E贷”企业信贷综合评估分析数据

1.数据适用范围：浙江省各小微企业及其企业业主。
2.数据内容：结合企业经营相关的用电数据以及外部金融机构提供的负面清单评价体系数据对企业信贷评价指标进行综合评估。
3.数据应用场景：通过分析企业经营相关的电力数据和金融数据，构建企业信贷综合评估模型， 协助外部金融机构对企业实现精准放贷，帮助产业链上下游企业特别是中小微企业获得更加优质高效的普惠金融服务，更好地服务地方经济发展。通过“电E贷”评估计算公式，得出企业的“电E贷”评估模型得分，对企业实现精准放贷。根据外部金融机构评分规则，企业的“电E贷”评估模型信用评级在中等以上时，企业提交贷款申请时，外部金融机构将予以贷款业务受理。通过获取企业24个月的用电数据，对企业的生产、成长、诚信3个指数的4个指标赋分后进行加权计算结果来评价企业情况。具体算法如下：（1）生产指数-产能指标：产能指标得分=（INT（后12个月平均用电量/1000）+1）*10。后12个月平均用电量=后12个月总用电度数/12。（2）生产指数-产能利用指标：产能利用率=统计月份当月用电度数/统计月份前推12个月用电峰值。产能利用指标得分：根据产能利用率的值，得出对应的分数。（3）成长指数-产能增长指标：产能增长率=（后12个月总用电度数-前12个月总用电度数）/前12个月总用电度数。产能增长指标得分：根据产能增长率的值，得出对应的分数。（4）诚信指数-缴费方式指标：缴费方式为“现金缴存”的缴费方式指标得分为0；缴费方式为“代扣代缴”的缴费方式指标得分为1。（5）“电E贷”评估模型得分：“电E贷”评估模型得分=0.06624*产能指标得分+0.47413*产能利用指标得分+0.45962*产能增长指标得分。（6）贷款额度：贷款额度=1000*（产能指标得分/10-1）*（1+产能增长率）*（1+产能利用率）*（2+缴费方式指标得分）*12。

3. Data Application Scenarios: Construct a comprehensive enterprise credit evaluation model by analyzing power consumption data and financial data related to enterprise operations, so as to assist external financial institutions in granting loans accurately, help enterprises in the upper and lower reaches of the industrial chain, especially small and micro enterprises, to obtain higher-quality and more efficient inclusive financial services, and better serve local economic development. Calculate the "Dian E Dai (Power E-Loan)" evaluation model score of enterprises through the "Dian E Dai (Power E-Loan)" evaluation formula, so as to realize accurate loan granting to enterprises. According to the scoring rules of external financial institutions, once the credit rating of the enterprise's "Dian E Dai (Power E-Loan)" evaluation model is above medium level, the external financial institution will accept the loan application submitted by the enterprise. Specifically, the enterprise's situation is evaluated by obtaining 24 months of power consumption data, scoring 4 indicators under the production, growth and integrity indexes, and then performing weighted calculation. The specific algorithms are as follows:
(1) Production Index - Production Capacity Indicator: Production Capacity Indicator Score = (INT(Average power consumption in the past 12 months / 1000) + 1) * 10. Average power consumption in the past 12 months = Total power consumption in the past 12 months / 12.
(2) Production Index - Capacity Utilization Indicator: Capacity Utilization Rate = Power consumption in the current statistical month / The peak power consumption in the 12 months prior to the statistical month. Score of Capacity Utilization Indicator: The corresponding score is determined based on the value of the capacity utilization rate.
(3) Growth Index - Production Capacity Growth Indicator: Production Capacity Growth Rate = (Total power consumption in the past 12 months - Total power consumption in the previous 12 months) / Total power consumption in the previous 12 months. Score of Production Capacity Growth Indicator: The corresponding score is determined based on the value of the production capacity growth rate.
(4) Integrity Index - Payment Method Indicator: The score of the payment method indicator is 0 if the payment method is "cash deposit"; the score is 1 if the payment method is "withholding and remittance".
(5) "Dian E Dai (Power E-Loan)" Evaluation Model Score: "Dian E Dai (Power E-Loan)" Evaluation Model Score = 0.06624 * Score of Production Capacity Indicator + 0.47413 * Score of Capacity Utilization Indicator + 0.45962 * Score of Production Capacity Growth Indicator.
(6) Loan Amount: Loan Amount = 1000 * (Score of Production Capacity Indicator / 10 - 1) * (1 + Production Capacity Growth Rate) * (1 + Capacity Utilization Rate) * (2 + Score of Payment Method Indicator) * 12.
