Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，简称RPPs）是国家实施风险预防的核心工具，其核心目标为管控风险区域内的开发建设活动。 一项风险预防计划的编制会生成一套空间数据集，该数据集可细分为若干子数据集。同一风险预防计划所包含的空间数据集涵盖以下内容：— 风险暴露范围；— 计划获批后的管控区域。 根据风险预防计划的相关监管规定，管控区域可划分为三类：其一为建筑禁止区域（俗称"红区"），此类区域的通用规则为禁止一切建设活动；其二为合规要求区域（俗称"蓝区"），该区域内的建设项目需遵循适配于风险类型与隐患类型的特定管控要求；其三为虽未直接面临风险，但仍需遵守相关禁止性或管控性要求的区域。 本数据集仅作参考信息使用，唯有经属地行政主管部门签章核准的纸质文件方为有效凭证。
