Potentially Vulnerable Areas (PVAs)

Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.潜在脆弱区域（Potentially Vulnerable Areas，PVAs）是依据《2009年（苏格兰）洪水风险管理法案》划定的洪水管理专属地理区域，涵盖汇水区与沿海地带的部分范围，这些区域当前存在或未来可能面临全国性重大洪水风险。潜在脆弱区域隶属于洪水风险管理地方规划区（Flood Risk Management Local Plan Districts，LPDs），后者为范围更广的管理单元。此类区域可助力苏格兰环境保护局（SEPA）与苏格兰当地相关主管部门，明确并优先开展效益最显著的洪水治理工作，是保护民众、财产、企业、社区、基础设施及自然环境的关键组成部分。
