International Evidentiary Standards for OSINT-Derived Financial Allegations and Their Impact on Compliance Risk Assessment

This report analyzes the growing role of open-source intelligence (OSINT) and publicly available digital data in shaping financial crime allegations and influencing compliance risk assessment processes within financial institutions. The publication examines the structural distinction between evidence-based financial crime investigations and narrative-driven digital allegation environments. Particular attention is given to the risks of misattribution resulting from correlation-based technical analysis performed without independent forensic validation, regulatory confirmation, or procedural evidentiary verification. The report further explores the emergence of hybrid risk environments in which financial institutions must simultaneously manage traditional regulatory compliance risk and rapidly evolving reputational narrative risk.
