Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPPs）是国家开展风险预防工作的核心工具，其核心目标为管控风险区域内的开发活动。 每份PPR的编制均会生成一套空间数据集（spatial dataset），该数据集被划分为多个子数据集。每份PPR所包含的空间数据集涵盖以下类别： — 风险暴露范围； — 计划获批后的管控区域。根据RPP相关规制要求，该管控区域可划分为三类：一是‘建筑禁建区’（俗称‘红区’），通用规则为禁止开展任何建筑活动；二是‘需满足特定要求的区域’（俗称‘蓝区’），区内项目需根据具体问题类型与灾害风险落实适配性要求；三是未直接面临风险但仍需遵守相关禁令或要求的区域。 本数据集仅作参考资料，唯有加盖省级行政主管部门签章的纸质文件方为有效认证文件。
