The list of land plots of communal property offered for the transfer to the property of citizens and legal entities or for the provision of communal ownership for use (premises) that can be transferred for use. According to the Law of Ukraine "On Access to Public Information", public information in the form of open data (open data) is published for free and free access to it. Open data is allowed for its further free use and dissemination. Any person may freely copy, publish, distribute, use, in particular for commercial purposes, in combination with other information or by inclusion in his own product open data with a mandatory reference to the source of their receipt. The condition for any further use of open data is a mandatory link to the source of their receipt (including a hyperlink to the web page of the open data of the information manager)可供转让至公民及法人名下，或可移交使用以授予公有使用权（场所）的市政公有财产土地地块清单。 根据乌克兰《关于公共信息获取的法律》，以开放数据（open data）形式存在的公共信息将免费发布并供公众自由获取。 开放数据可被进一步免费使用与传播。任何主体均可自由复制、发布、分发、使用（尤其可用于商业用途），可将其与其他信息结合，或纳入自有产品中，但需强制注明其获取来源。 对开放数据的任何后续使用，均需强制注明其获取来源，包括指向信息管理者所发布开放数据网页的超链接。
