Areas of naturalistic interest included in the Territorial Planning Guidelines (DOT)

Mapping of areas of naturalistic interest included in the Guidelines for Territorial Planning of the Basque Country (DOT) at 1:25,000 (year 1997). Law 4/1990 of 31 May 1990 on the Planning of the Territory of the Basque Country defines the spatial planning instruments of the Basque Country. Among them, the Guidelines for Territorial Planning (DOT) constitute the general framework of reference and they will have to be amended the rest of the documents that are made. The aforementioned Law establishes, as one of the determinations to be included in DOTs, “the delimitation and precise definition of the areas or areas that should be subject to special protection in order to preserve their ecological, cultural or economic values and ensure, where appropriate, the rational exploitation of the natural resources existing therein, in accordance with the specific legislation in each applicable case”. For these areas is included a regulation, with a binding nature, that refers to the uses and activities in them prohibited, admissible or propitiated. In addition, in the DOT a “Open List of Areas of Naturalistic Interest” is attached, as spaces to be taken into account by territorial, sectoral and municipal planning in order to preserve their ecological, cultural and economic values. In some cases, these areas have already been included (in whole or in part) in other protection figures.本数据集涵盖1997年发布、比例尺1:25000的《巴斯克自治区领土规划导则（DOT）》中收录的自然保育关注区域（areas of naturalistic interest）空间映射信息。1990年5月31日颁布的第4/1990号《巴斯克自治区领土规划法》，明确了巴斯克自治区的空间规划工具体系。其中，《巴斯克自治区领土规划导则（DOT）》作为通用参考框架，所有后续编制的规划文件均需以其为基准进行修订。前述法律规定，领土规划导则需纳入的核心内容之一为：“划定并精准界定需实施特殊保护的区域，以保护其生态、文化与经济价值，并在适宜情况下依据各适用场景的专项法规，合理开发区域内现存自然资源”。针对此类保护区域，配套制定了具有约束力的管理规定，明确该区域内禁止、许可及鼓励开展的利用活动与经营行为。此外，《巴斯克自治区领土规划导则（DOT）》还附带了“自然保育关注区域开放名录”，作为各级领土规划、专项规划及市政规划需重点考量的空间载体，以保护其生态、文化与经济价值。在部分场景中，此类区域已整体或部分被纳入其他保护认定体系。
