The dataset covers development indicators of rural basic conditions at the county level in 43 counties (cities, districts) under 8 prefecture-level administrative divisions (prefecture-level cities and autonomous prefectures) including Xining City, Haidong City, Haibei Tibetan Autonomous Prefecture, Huangnan Tibetan Autonomous Prefecture, Hainan Tibetan Autonomous Prefecture, Golog Tibetan Autonomous Prefecture, Yushu Tibetan Autonomous Prefecture, and Haixi Mongolian and Tibetan Autonomous Prefecture of Qinghai Province, spanning the years 2001 to 2023. The included indicators are: number of townships (towns), number of villagers' committees, number of villagers' committees, number of villages with access to tap water, number of villages with access to telephone services, and number of villages with access to cable television.
