The sellers participating in the Zhoushan Price quotation are five domestic bunker supply enterprises: Sinopec Fuel Oil, China Ship Bunker, CNPC Fuel Oil, Haigang International Trade, and Zhejiang Petroleum Fuel Oil. The Zhejiang Petroleum Trading Center collects the premium and discount quotations from these five enterprises every trading day, and conducts standardized processing via the weighted average method to release a unified premium and discount price. The formula for the Zhoushan Seller's Price is the daily settlement price of the Shanghai Futures Exchange (SHFE) Low-Sulfur Fuel Oil Futures M (first nearby contract) +1 contract plus the premium and discount.

The buyers participating in the Zhoushan Price quotation cover eight international shipping enterprises from sectors including bulk commodities, dry bulk cargo, and deep-sea fishing. These eight international shipowner entities come from multiple regions such as Singapore, Mauritius, and Hong Kong, China, representing approximately 50 international shipowner enterprises. The Zhejiang Petroleum Trading Center collects the premium and discount quotations from these eight enterprises every trading day, and calculates a unified premium and discount price via the arithmetic average method. The formula for the Zhoushan Buyer's Price is the daily settlement price of the SHFE Low-Sulfur Fuel Oil Futures M (first nearby contract) +1 contract plus the premium and discount.
