A Census of the World's Local-Government Websites

A global census of 739,775 distinct sub-national administrative units across 186 ISO-3166 territories, of which 151,478 rows carry an official-website address in three provenance layers with measured per-layer precision. Each unit is keyed by a stable jurisdiction identifier, crosswalked to national statistical codes, Wikidata and GeoNames, and enriched with resident population, settlement class, machine-legibility and transport-security signals, hosting and operator jurisdiction, sovereignty context, and site-emergence dates. Version 1.2.1 adds cross-border duplicate flags: 15,916 rows are second copies of a unit present under a neighbouring country, marked relation_duplicated, with one copy per relation marked relation_primary. Analyses keyed on country should filter to relation_primary. Read USAGE_CAVEATS.docx before modeling: an empty cell records that a signal was not measured, not that it is zero.
