Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，简称RPPs）是国家开展风险预防工作的核心工具，其目标为管控风险区域内的开发活动。编制一份风险预防计划会生成一套空间数据集，该数据集可划分为多个子数据集。 同一份风险预防计划所包含的空间数据集涵盖以下内容： —— 风险暴露范围； —— 计划获批后的限制开发区。 风险预防计划的相关管理条例区分了三类区域：其一为“禁止建设区”，俗称“红色区域”，此类区域的通用规则为全面禁止建设活动；其二为“合规要求区”，俗称“蓝色区域”，区内所有项目均需遵循适配于具体问题与风险类型的建设要求；其三为未直接暴露于风险之下，但仍需遵守相关禁令或要求的区域。 本数据集仅提供参考信息，唯有经地方行政当局签章确认的纸质文件方为有效。
