Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，以下简称RPP）是国家开展风险预防工作的核心工具，其核心目标为对风险区域内的开发活动实施管控。编制单份RPP会生成一套划分为多个子数据集的空间数据集，单份RPP包含以下几类空间数据集：— 风险暴露范围；— 经批复后的计划管控区域。根据RPP相关监管规定，管控区域可细分为三类：其一为"禁止建设区"，俗称"红区"，原则上严禁任何建设活动；其二为"特定要求区"，俗称"蓝区"，区内项目需根据具体问题类型与灾害类型适配相应监管要求；其三为未直接暴露于风险之中，但仍需遵守相关禁令或监管要求的区域。该类数据仅作参考用途，唯有加盖省府官方签批的纸质文件方为有效原件。
