Provision C19 of SDAGE 2022-2027: Strengthen the demand for hydroelectric reservoirs

Map C19 shows the main rivers that have been replenished from a low support structure or hydroelectric reservoir.

Where the mobilisation of additional water resources appears necessary, particularly in the context of climate change, the UGCs, the State, CLEs, EPTBs and low-level support managers study the environmental and financial consequences of hydropower destocking agreements and compare them with the consequences of creating new reserves or restricting uses, in line with public energy and water policies.
The choice is made on the basis of the results of a comparative analysis of the costs and benefits of each solution, for the natural environment and for uses.
It is recommended that the State:
— Incorporate into the specifications deductions, when renewing the concession title, a function and a volume of low support, where this is relevant while retaining hydroelectricity as the main function, which takes into account the evolution of hydrology as a result of climate change, and lays down the water regulations for the new concession in order to specify how water resources are mobilised;
— Establish agreements with the partners concerned to request deductions for low-cost support purposes.

附图C19展示了依托低水位调蓄构筑物或水电水库实现补水的主要河流。
在气候变化背景下，若需调度额外水资源，UGCs、国家、CLEs、EPTBs及低水位调蓄设施运营方应遵循公共能源与水务政策，评估水电水库放水协议对环境与财务的影响，并将其与新建调蓄库容或限制用水方案的影响进行对比分析。
方案的最终选定需基于各方案在自然环境保护与用水用途两方面的成本收益对比分析结果。
建议国家：
— 在续签特许经营权协议时，于特许经营规范中纳入符合条件的低水位调蓄功能与调蓄水量，同时保留水电作为核心功能，充分考量气候变化引发的水文情势变化，并为新特许经营协议制定水务管理细则，明确水资源调度的具体实施方式；
— 与相关合作方签订协议，申请为低水位调蓄用途预留水量。
