Emission data (air pollutants and greenhouse gases) at the level of the region and the public institution for inter-municipal cooperation (EPCI)

The emission inventory is a spatial and temporal description of the quantities of pollutants and greenhouse gases (GHGs) released into the atmosphere. This inventory consists of quantifying, as exhaustively as possible, all sources of anthropogenic (human activities) or natural emissions.
The objectives are as follows:
• Provide an inventory of GHG and pollutant emissions to the population and decision-makers
• Assist in the preparation, evaluation and monitoring of regulatory action plans (Territorial Climate Energy Plans
or PCAET, Atmosphere Protection Plans or PPA, Low Mobility Emission Zone or ZFE-m, Scheme
Regional Planning, Sustainable Development and Equality of Territories or SRADDET, etc.)
• Feed air quality modelling.
It is necessary to know, for each pollutant, the level of emissions by sector of activity, in order to identify levers for action in each territory, and to monitor the effectiveness over time of the measures put in place.

Each approved air quality monitoring association (AASQA) produces a regional emission inventory. To support national public policies, the regional datasets have been grouped on the Atmo Data platform, with a reference year 2018 (or 2015 for French Guiana).

排放清单是对排入大气的污染物与温室气体（Greenhouse Gases，缩写GHGs）的排放量进行时空维度的量化表征。该清单旨在尽可能全面地量化所有人为（人类活动）或自然排放源。
其目标如下：
• 向公众与决策者提供温室气体及污染物排放清单
• 协助编制、评估与监测各类监管行动计划，例如领土气候能源计划（Territorial Climate Energy Plans，缩写PCAET）、大气保护计划（Atmosphere Protection Plans，缩写PPA）、低移动性排放区（Low Mobility Emission Zone，缩写ZFE-m）、区域规划与可持续发展及领土平等方案（Regional Planning, Sustainable Development and Equality of Territories，缩写SRADDET）等
• 为空气质量模拟提供数据支撑
针对每种污染物，需明确各行业领域的排放水平，以便识别各辖区的减排着力点，并动态监测所推行措施的长期实施成效。
每家经核准的空气质量监测协会（Air Quality Monitoring Association，缩写AASQA）均会编制一份区域排放清单。为支撑国家公共政策落地，各区域数据集已汇总至Atmo Data平台，基准年设定为2018年（法属圭亚那地区基准年为2015年）。
