Potentially Vulnerable Areas (PVAs)

Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.潜在脆弱区域（Potentially Vulnerable Areas，PVAs）是依据《2009年苏格兰洪水风险管理法案》划定的、用于洪水管理的地理区域。此类区域涵盖汇水区与沿海地带中，当前存在或未来可能出现全国性重大洪水风险的区段。PVAs均隶属于范围更广的管理单元——洪水风险管理地方规划区（Flood Risk Management Local Plan Districts，LPDs）。PVAs可协助苏格兰环境保护局（SEPA）与苏格兰当地相关主管部门，明确并优先推进防洪效益最为显著的工作区域。此类区域是保护民众、财产、企业、社区、基础设施及自然环境的核心组成部分。
