First prototype demonstrating the integration of PQC-HE in Qrisp

This is a first initial prototype showing how Eclipse Qrisp can be integrated with Homomorphic Encryption libraries. It is based on the Master Thesis of Aurelia Farikha Kusumastuti named "Methods and Tools for Secure Quantum Clouds with a specific Case Study on Homomorphic Encryption". The master thesis was submitted at the TU Berlin and was day-to-day supervised by Prof. Dr.-Ing. Nikolay Tcholtchev from the RheinMain University of Applied Sciences and Arts. This is only a first conceptual design and prototype evaluation. For the future, we plan to restructure the code and integrate it in the online Eclipse Qrisp project.
