Corpus of federal policy documents on disaster-related instruments in Brazil's National Social Assistance Policy (PNAS), 2004–May 2025, with supplementary scoring sensitivity analysis
收藏资源简介:
This deposit accompanies the article “Calibrated for Response: Policy Instruments and Disaster Governance in Brazil”. It contains two appendices. Appendix A. Corpus of policy documents. List of the 79 federal policy documents issued between 2004 and May 2025 that were screened for the study of disaster-related instruments in Brazil’s National Social Assistance Policy (PNAS). Of these, 21 documents established, regulated, or specified at least one disaster-related instrument and were coded with the analytical model of the article (marked “Yes” in the column “Included in sample”); the remaining 58 were reviewed but did not generate instruments. For each document the table reports: sequence number, author or issuing body, document type, description, year (or “No date”), and inclusion in the coded sample. Document descriptions are English renderings of the original Portuguese titles. Appendix B. Sensitivity of instrument scores to factor weights. Supplementary analysis reporting how the calibration scores of the eight instruments identified in the article change under alternative weights for the factors within each dimension (coercion, automaticity, and compliance advantages). It uses the coding reported in Table 3 of the article and compares instruments by rank order under three schemes: the original weights (1, 2, 3), equal weights, and reversed weights (3, 2, 1), the latter reported as a stress test. The file includes the weighting schemes, the factors coded for each instrument (Table S1), and the scores under each scheme (Table S2). It also includes a statement on the use of generative AI in this analysis. Notes. This deposit lists the documents but does not include copies of them; the original documents are public and can be obtained from the issuing federal bodies. Data collection took place in May–June 2025. The corpus supports the study of policy design only; it does not measure implementation by municipalities.
