The Atlas of Social Protection Indicators of Resilience and Equity (ASPIRE)

ASPIRE is the World Bank’s harmonized database of Social Protection and Labor (SPL) indicators derived from nationally representative household surveys and complementary administrative sources. Covering over 140 countries, ASPIRE provides comparable, up-to-date evidence on SPL systems and programs to inform benchmarking, policy design, and evaluation. Launched to address growing demand for cross-country comparability and timely insights, ASPIRE provides standardize survey-based measures of coverage, benefit incidence, adequacy, and distributional impacts, with consistent disaggregation by program type, poverty status, welfare quintiles, and urban/rural areas. The database complements country Management Information Systems, offering a beneficiary-centered view of SPL performance while acknowledging survey-based measurement caveats. ASPIRE serves policymakers, practitioners, World Bank staff, development partners, researchers, and civil society seeking a reliable foundation for analysis and decision-making.
