Journal AI rules and review times: sourced AI policies and measured submission-to-acceptance times per journal

Two linked tables. Journals: 19,337 active journals with their ISSNs, the AI policy that governs each and how the journal was matched to it, and for 6,684 of them the median, quartiles and count of days from submission to acceptance. Policies: 97 publisher, imprint, society and journal AI policies; for the 81 we could read, six answers paraphrased from the policy page, with the page address and the date read. Method: a journal takes the most specific policy that covers it (its own, then its society or imprint, then its publisher). Journals matched through OpenAlex's publisher record are checked against Crossref's, and withheld where they disagree. Times come from the received and accepted dates publishers deposit with PubMed or Crossref for research articles published 2024 to 2025, published only where at least 30 articles carry both dates. Audit: 86 of 90 sampled journals sat under the right policy (95.6%, 95% interval 89.1% to 98.3%); 31 of 32 re-measured times agreed within 15% or 7 days, whichever is larger. Of 12 journals whose own guidelines could be read, 2 set AI rules different from the policy above them: a publisher-level answer is the default, and a journal's own guidelines win where they differ.
