Development Agreement

A development agreement is a voluntary contract between the City and a person who owns or controls property within the City, detailing the obligations of both parties and specifying the standards and conditions that will govern development of the property.开发协议（development agreement）是市政府与拥有或管控本市辖区内不动产的主体之间订立的自愿性合同，明确双方的义务，并规定管辖该不动产开发活动的各项标准与条件。
