國防部依國防法第30條：「國防部應根據國家目標、國際一般情勢、軍事情勢、國防政策、國軍兵力整建、戰備整備、國防資源與運用、全民國防等，定期提出國防報告書」。Pursuant to Article 30 of the National Defense Act, which stipulates that "the Ministry of National Defense shall, in accordance with national goals, general international situation, military situation, national defense policies, force restructuring and buildup of the national armed forces, combat readiness enhancement, national defense resources and their utilization, total national defense and other relevant aspects, submit national defense reports on a regular basis."
