1. Data Collection: High-tech enterprise data is collected via third-party platform software such as Qichacha.

2. Data Processing: The collected raw data is processed through duplicate removal and elimination of records with missing values, followed by data cleaning and classification.

3. Data Calculation: Enterprise information is evaluated across four dimensions: enterprise scale, R&D capability, competitiveness, and growth potential.
- Enterprise Scale: Scored based on three indicators: registered capital, registration time, and number of employees, with the total score being the sum of scores from these three items, with a maximum total score of 30.
- Registered capital: 10 points for amounts ≥50 million RMB, 8 points for ≥10 million RMB, 4 points for ≥5 million RMB, and 2 points for amounts <5 million RMB.
- Registration time: 10 points for ≥10 years, 6 points for ≥5 years, and 2 points for <5 years.
- Number of employees: 10 points for ≥1000 employees, 8 points for ≥300 employees, 6 points for ≥20 employees, and 2 points for <20 employees.
- R&D Capability: Calculated as ∑(number of each patent category * corresponding weight), with weights for different patent types determined subjectively, with a maximum score of 40.
- Competitiveness: Calculated as ∑(value of each indicator * corresponding weight), with weights determined subjectively. Indicators include system certifications, national standards, industrial standards, group standards, enterprise standards, trademarks, and administrative penalties, with a maximum score of 20.
- Growth Potential: Calculated as ∑(value of each indicator * corresponding weight), with weights determined subjectively. Indicators include bidding projects, chattel mortgages, and land purchases, with a maximum score of 10.
The total evaluation score is the sum of the scores from the four aforementioned dimensions.
