Evaluating Governance Evidence for Open-Weight Earth-Observation Foundation Models: GeoFM-DAP Research Materials and Reproducibility Package

This record provides the public research materials and reproducibility data accompanying the article “Evaluating Governance Evidence for Open-Weight Earth-Observation Foundation Models: A Systematic Documentary Review and the GeoFM-DAP Profile.” The associated review evaluates what versioned public release packages for open-weight Earth-observation foundation models can support as evidence for provenance, downstream control, geoprivacy, accountability, and responsible reuse. The deposit contains the final corpus and model-family registers, eligibility and screening records, normalized documentary coding for 62 model families across 104 active fields, lifecycle and actor/control mappings, conditional legal-question mappings, the 46-field GeoFM Documentation–Assurance Profile, two controlled documentary case datasets, reported result tables, reference records, figure source data, and a standard-library verification script. The package supports documentary reproducibility only. It does not constitute model execution or benchmarking, empirical validation, a model ranking, a safety or trustworthiness certificate, legal advice, or a compliance determination. Third-party full texts, source copies, personal information, journal-submission files, superseded drafts, and internal production, review, and private audit records are not included.
