Due to the proliferation of dual citizenship and extraterritorial voting rights, a sizable and growing share of the world's population can participate in the political processes of multiple countries. We leverage a novel survey of dual citizens to address two questions about transnational political participation of dual citizens. First, we assess to what extent dual citizens participate in multiple countries. Our analyses show that political participation skews towards the country of residence for high-cost behaviors such as contacting politicians and making political donations, but that dual transnational participation is common for lower-cost behaviors such as voting and posting online. Second, we evaluate competing theoretical models of dual transnational participation at the individual level. We find that participation in multiple national contexts is best explained by extending standard models of political behavior, rather than by alternative frameworks emphasizing migrant-specific resources, with strength of partisanship and political sophistication providing substantial leverage. Our findings have implications for theories of political behavior, transnationalism, and immigrant integration.
