By analyzing the transition from large-scale circular particle accelerators (CERN, 2010) to localized Nano-Electro-Mechanical Systems (NEMS, 2014), we evaluate how extreme acceleration (a \approx 4 \times 10^{11} \text{ m/s}^2) compresses apparent Unruh wavelengths (\lambda_u) down to a tractable 1000 \text{ km} interaction window. We introduce a complete mass-modification equation incorporating Extremely Low Frequency (ELF) electromagnetic damping from Pipeline Inspection Gauges (PIGs), managed by the 3I pulse sequence (8\text{-}13\text{-}8\text{-}5\text{-}13\text{-}8) and bounded below the 5184 \text{ Hz} frequency threshold (72^2) via 7-cycle periodic breaks.
