日本国内のすべての世帯及び個人。ただし、以下を除く。
(1)外国の外交官
(2)駐留軍・国連軍の軍人軍属およびそれらの家族
また、自衛隊の官舎内または自衛隊の使用する船舶内の居住者、監獄の在監者（刑事被告人を除く）、少年院の在院者は調査対象に含まれていない。
All households and individuals within Japan, with the exception of:
(1) Diplomatic officials from foreign countries
(2) Military personnel and their dependents of驻留軍 (stationed troops) and the United Nations Forces, as well as their families.
Furthermore, residents within Self-Defense Force barracks or on vessels used by the Self-Defense Force, prisoners (excluding criminal defendants) in prisons, and residents in juvenile detention centers are not included in the survey subjects.
