All households in Japan and individuals 15 years of age or older who permanently live in the household. However, the following are excluded:
(1) Members of the foreign diplomatic and consular corps, as well as military personnel (including family members and accompanying persons)
(2) Self-Defense Forces personnel living in barracks or on vessels
(3) Persons in prisons, detention centers, youth detention centers, and women's reformatories
(4) Persons living in social welfare facilities
(5) Inpatients of hospitals or clinics
(6) Persons living on the water
