Current general planning and general data. The information collected is indicative, since the only normative or binding documents are those that are actually approved, which are prepared on paper and work in the planning files of the City Councils, Provincial Council and Basque Government. These documents are drafted without keeping homogeneity between them, so it is not obtained from the simple addition of municipal planning a continuous and coherent urban information of the territory of Bizkaia, being necessary to interpret the different planning in order to give them a similar treatment.

现行通用规划与通用数据集。本次收集的信息仅为参考性内容，唯一具备法定效力与约束力的文件为经正式审批通过的纸质文件，此类文件均留存于各市议会、省议会以及巴斯克自治区政府的规划档案中。上述文件在编制过程中未保持统一协调性，因此无法通过简单叠加市级规划内容，直接获取比斯开省（Bizkaia）全域连续且连贯的城市空间信息，需对各类规划文件进行统一解读，以实现标准化的统一处理。
