We propose 18.9 hours of Parkes Ultra-Wideband (UWL) observations to investigate PSR J1606-0854, a remarkable nearby Galactic pulsar discovered via the ASKAP CRACO backend. This source exhibits unprecedented emission properties that challenge conventional classification boundaries: it produces ultra-bright bursts (up to 900 Jy ms) with broad durations (~ 20 ms), extremely faint RRAT-like emission (0.02-0.5 Jy ms), but notably lacks intermediate-fluence pulses (1-10 Jy ms). The fluence distribution spans five orders of magnitude, with a surface magnetic field strength of B_surf ~ 1.3e14 G comparable to magnetars, and is the highest among known RRATs. High-sensitivity FAST observations conducted since July 2025 have detected over 100 pulses. With Parkes complementary sensitivity and wideband spectral coverage (0.7-4 GHz), we will search for the missing intermediate-fluence pulses and characterize the source's broadband spectrum. This study provides a unique laboratory for understanding neutron-star emission mechanisms across an unprecedented dynamic range, probing the faint end of the neutron-star emission continuum, and investigating the evolutionary connections between classical pulsars, rotating radio transients, and magnetars.
