Germany's Electric Vehicle Market After the Subsidy Cut: New Registrations, Used Car Boom, and the Unreachable 2030 Target (2023–2026)

This study and accompanying data visualizations were produced by the automotive parts retailer Motointegrator in collaboration with the analysts at DataPulse Research. It examines how Germany's electric vehicle market has evolved in the european landscape since the abrupt end of the federal purchase subsidy (Umweltbonus) in December 2023, which triggered a -27.4 % decline in battery electric vehicle (BEV) registrations in 2024 — the steepest drop since records began. By 2025, the market recovered to an all-time record of 545,142 BEV new registrations (+43.2 %), with a market share of 19.1 %. The study shows that this recovery is driven almost exclusively by commercial fleets and company cars, not private buyers: two-thirds of all new EVs are business-registered. At the same time, the used EV market has overtaken private new registrations since mid-2024, growing at approximately 50 % per year since 2022, emerging as the primary route to EV ownership for private individuals. The study further models three scenarios for Germany's 2030 EV fleet, projecting 4.5 to 7.4 million BEVs — all far short of the government's 15-million target. A European comparison explains why countries such as Norway (95.9 % BEV market share) and the Netherlands weathered subsidy removal without comparable collapse: structural, long-term incentives rather than one-off purchase premiums. The study also documents the rise of Chinese manufacturers, who doubled their European market share to approximately 6 % despite EU tariffs of up to 45.3 %.
